When you upgraded the system to Sierra the only version of iPhoto that will work is iPhoto 9.6.1. However, in order to obtain that version you must have downloaded some version of iPhoto 9 from the App Store prior to the system upgrade.

Go to the App Store and check out the Purchases List. If iPhoto is there then it will be v9.6.1
If iPhoto 9.6.1 is there, close the App Store, drag your existing iPhoto app (not the library, just the app) to the trash and then go back to the App Store.
Install the App from the App Store.
Sometimes iPhoto is not visible on the Purchases List. it may be hidden. See this article for details on how to unhide it.

Not all the times, you can get similar apps for all the platforms, especially if they are specifically made for only one platform. I mean if there is an app specifically made for iOS then there are very fewer chances that you’ll be able to get the same app of Android too and vice versa. But there are ways and mediums that you can use to play or use other platforms apps and the best one is a PC or should I say Windows. In this case, iPhoto is an app that you can use on iOS as well as Mac, but no way that you can use it on Android or any other platform.
